CM KEJRIWAL AND CM MANN LAUNCHES REVOLUTION IN HEALTH SECTOR WORTH ₹1300 CRORES

PUNJAB’s GOVT HOSPITALS TO HAVE FACILTIES AT PAR WITH PRIVATE HOSPITALS

Punjab Chief Minister Bhagwant Singh Mann and Delhi Chief Minister Arvind Kejriwal today embarked on a major campaign for Infrastructure upgradation/ strengthening of Secondary Health Care Facilities across the state at a cost of Rs 1300 crore.

              As a part of this the Chief Minister and Delhi Chief Minister dedicated Mata Kaushalya Hospital at Patiala on Monday, which will cater to the population of around 20 lakh people in and around the historic town of Patiala. This hospital has 300 beds and now another 66 beds are being added in this prestigious hospital. The hospital has been strengthened at a cost of Rs. 13.80 crores and is equipped with facilities of ICU, NICU and others.

              Ushering an era of Health revolution in the state, the Government has announced a Special project for strengthening of Community Health Centers, Sub Divisional Hospitals and District Hospitals in its budget for Financial Year 2023-24 and the project will be carried out in a phased manner at an estimated cost of Rs. 1300 crores. Today the first phase of the project covering 19 District Hospitals, 6 Sub Divisional Hospitals and 15 CHCs has been launched at an estimated cost of Rs. 402 crores. As a part of this project, the government has decided to set up a dedicated Patient facilitation center to assist and guide the patients with regard to the services in the Hospitals, distribution of various specialties and others.

              A fully equipped Modular Operation Theaters (OTs) will be constructed in each of these Health Care Facilities and the Emergency Blocks will be further strengthened with the availability of all equipment including Ventilators, Cardiac monitors and others. The Intensive Care Units (ICUs) will be opened in all the District Hospitals. In a revolutionary step, the Punjab government has also established and operationalized 664 Aam Aadmi Clinics (AACs) in the state in the last one year with an objective to provide primary health care services to the community at its doorstep.

A total of 80 types of medicines and 41 diagnostic tests are being provided free of cost at these clinics. The clinics have a modern IT infrastructure and all the work related to patients’ treatment i.e. registration, diagnosis, drug dispensation and others is carried out on the I.T. tablets provided by the Government.  Approximately 59 lakh patients have visited the clinics in the last one year out of which 9.54 lakh have availed the diagnostic facilities and medicines worth Rs. 40.50 crore have been provided free of cost to the patients through these clinics.

              These clinics are playing an important role in reducing burden on pockets of the common man and also in reducing the patients load on higher Health Care Facilities. Likewise, dedicated centers providing maternal health and child health care services are being set up by the Government and such centers have been dedicated to people at Kharar and Budhlada whereas such centers at Nakodar and Raikot will soon be dedicated to the people. Similarly, a special project to modernize the de-addiction and rehabilitation centers has been envisaged.

              Such modern centers will provide not only the advanced therapeutic facilities/ therapies but also will have a digital infrastructure and will be accredited from the Standard Accreditation Organization. Six de-addiction centers and eight rehabilitation centers have been identified for development as modern centers. Drug addiction will be decriminalized and addiction will be treated as mental health disorder, a new Multi disciplinary approach with in-house/attached Skill development centers with linkages to employment generation schemes along with this Community and NGO participation against drugs will be encouraged.

              The government is laying focus on augmenting the manpower in government hospitals and so far nine super specialists, 299 specialists,1094 Staff nurses, 122 Para medics, 113 clerks and others have been recruited in the Health department. Now with the recruitment of 1866 medical and para-medical staff, the Health services will be further strengthened in the state. A record number of 300 House Surgeons have joined at various District Hospitals and Sub Divisional Hospitals against the meagre No. of 88 House Surgeons in the previous Governments.

              Other than this, the Government has empaneled, on per patient basis, 633 Medical officers, 636 Pharmacists, 429 Clinic Assistants and 172 Sweeper cum Helpers to provide seamless and high quality services to the citizens at Aam Aadmi Clinics established by it. The number of MBBS seats have been increased by 25 each at GMC, Patiala and Faridkot Medical Colleges. Likewise, due to strenuous efforts of the state government, DNB seats have increased from 42 in 1922 to 85 in 2023 and eight new districts viz Fatehgarh Sahib, SBS Nagar, Hoshiarpur, Gurdaspur, Pathankot, Barnala, Kapurthala and SAS Nagar have got DNB seats taking the tally to 14 districts from the earlier 6 districts.

              In order to emerge Punjab as hub of medical education, new Medical Colleges with 100 MBBS seats are being established at Kapurthala and Hoshiarpur at an estimated cost of Rs.415 crores.  In the same manner a minority Medical College of 100 MBBS seats is being established at Malerkotla and a special Punjab Institute of Liver and Biliary Sciences has been established at SAS Nagar. With an objective to enhance the health of the society, a special project “CM Di Yogshala” has been launched in Punjab to encourage and provide regular yoga sessions to the citizens.

              The initiative is an attempt to provide a model of yoga which is accessible to all and free for all. More than 300 supervised classes are being held six days a week in different cities of the State in which nearly 10,000 citizens have been participating in these Yoga sessions. About 180 more trainers have completed their training sessions and will start taking classes from October 4th. During the event, Health Minister Dr. Balbir Singh and Local MLA Ajitpal Singh Kohli were also present.

पंजाब के मुख्यमंत्री भगवंत सिंह मान और दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल की 550 करोड़ रुपए की लागत के साथ स्वस्थ पंजाब मिशन की औपचारिक शुरुआत मौके हुई रैली के दौरान लोगों का भारी इक्ट्ठ देखा गया।

रैली दौरान इक्ट्ठ को संबोधन करते हुये पंजाब के मुख्यमंत्री ने कहा कि यह एक ऐतिहासिक दिन है क्योंकि यह दिन राज्य में स्वास्थ्य क्रांति के आग़ाज़ का प्रतीक है। उन्होंने कहा कि मतदान दौरान उन्होंने ( मुख्यमंत्री) लोगों को मानक स्वास्थ्य और शिक्षा सहूलतें देने की गारंटी दी थी। भगवंत सिंह मान ने कहा कि अब वह आम आदमी की भलाई और राज्य के सर्वांगीण विकास को यकीनी बनाने के मद्देनज़र दी सभी गारंटियां पूरी कर रहे हैं।
मुख्यमंत्री ने कहा कि पिछले 18 महीनों के दौरान, जब से उन्होंने पद संभाला है, लोगों को मुफ़्त बिजली दी जा रही है। उन्होंने कहा कि पंजाब में आज 88 प्रतिशत घरों को मुफ़्त बिजली की सुविधा और ज़ीरो बिजली के बिल प्राप्त हो रहे हैं। भगवंत सिंह मान ने बताया कि किसानों को भी राज्य में मुफ़्त और निर्विघ्न बिजली उपलब्ध करवाई जा रही है।

राज्य के आखिरी खेत तक नहरी पानी के द्वारा सिंचाई को यकीनी बनाने के मद्देनज़र उनकी सरकार की दृढ़ वचनबद्धता को दोहराते हुये मुख्यमंत्री ने कहा कि राज्य सरकार इस नेक कार्य के लिए वचनबद्ध है। उन्होंने कहा कि राज्य सरकार के अथक और सहृदय यत्नों के कारण ज़िला फाजिल्का के दूर-दराज वाले इलाकों में अब पानी पहुँचा दिया गया है। भगवंत सिंह मान ने कहा कि राज्य सरकार धरती निचले पानी को बचाने के लिए नहरी पानी के अधिकतम प्रयोग करने के लिए बड़े स्तर पर कोशिश कर रही है। परन्तु मौजूदा समय में पंजाब अपने नहरी पानी का केवल 33 – 34फीसद ही इस्तेमाल कर रहा है और आने वाले दिनों में इस फीसद में और विस्तार किया जायेगा। अगले धान के सीजन तक 70-80 फीसद खेतों को नहरी पानी के द्वारा सिंचाई की सुविधा प्राप्त हो जायेगी।

मुख्यमंत्री ने बताया कि राज्य सरकार की तरफ से अपने कार्यकाल के पहले केवल 18 महीनों के दौरान, अब तक 36521 नौजवानों को नौकरियाँ दीं हैं, जिससे हर महीने 2000 नौजवानों को सरकारी नौकरी देने का रिकार्ड कायम हुआ है। उन्होंने कहा कि यह एक रिकार्ड है क्योंकि पिछली किसी भी सरकार ने अपने कार्यकाल के शुरुआती महीनों में नौजवानों को इतनी नौकरियाँ नहीं दीं। भगवंत सिंह मान ने दोहराया कि राज्य भर के नौजवानों को यह नौकरियाँ सिर्फ़ योग्यता और पारदर्शिता के आधार पर दीं गई हैं।

मुख्यमंत्री ने कहा कि सरकार ने राज्य में उद्योगीकरण को बढ़ावा देने के लिए ‘ सरकार उद्योगपति मिलनियां’ भी करवाई हैं। उन्होंने अफ़सोस प्रकटाते हुये कहा कि पिछली सरकारों के समय लोग सफलता से डरते थे क्योंकि पहले शासक उद्यमों में अपना हिस्सा डालने के लिए दबाव डालते थे। उन्होंने कहा कि इन नेताओं ने लोगों को ख़ास कर कामयाब उद्योगपतियों को बहुत लूटा है।

मुख्यमंत्री ने कहा कि हम राज्य के ट्रांसपोर्ट, उद्योग या किसी कारोबार में हिस्सा नहीं डालेंगे परन्तु लोगों के दुख- सुख के साथी ज़रूर बनेंगे। उन्होंने कहा कि आज माता कौशल्या अस्पताल को समर्पित किया गया है जो कि ‘ आम आदमी क्लीनिक’ की कामयाबी के बाद मानक स्वास्थ्य सेवाएं प्रदान करने के लिए आगामी कदम है। भगवंत सिंह मान ने कहा कि सरकारी अस्पतालों में लोगों को विश्व स्तरीय स्वास्थ्य सुविधाएं उपलब्ध होंगी, जिसके लिए इनकी मुकम्मल रूप रेखा तैयार कर ली गई है।

मुख्यमंत्री ने कहा कि राज्य सरकार राज्य की तरक्की और लोगों की ख़ुशहाली के लिए वचनबद्ध है। उन्होंने कहा कि इस नेक कार्य के लिए फंडों की कोई कमी नहीं है और राज्य सरकार की तरफ से इस कार्य को पूरा करने में कोई कसर बाकी नहीं छोड़ी जायेगी। भगवंत सिंह मान ने कहा कि राज्य सरकार के ठोस प्रयासों के साथ पंजाब जल्द ही देश का अग्रणी राज्य बन जायेगा।

मुख्यमंत्री ने कहा कि राज्य सरकार के ठोस यत्नों के कारण पंजाब देश में निवेश के लिए सबसे पसन्दीदा स्थान बन कर उभरा है। भगवंत सिंह मान ने कहा कि पंजाब में अब तक 50871 करोड़ रुपए का निवेश हुआ है जिस कारण नौजवानों के लिए 2. 89 लाख नौकरियाँ पैदा होंगी। उन्होंने कहा कि राज्य में आर्थिक गतिविधियों को बढ़ावा देने के लिए आगामी दिनों में और निवेश आकर्षित किया जायेगा।
मुख्यमंत्री ने कहा कि पंजाब की तरफ से 2. 75 लाख एम. एस. एम. इज. रजिस्टर्ड किये गए हैं जो देश भर में अब तक सबसे अधिक हैं। उन्होंने कहा कि राज्य के नौजवानों के लिए स्व-रोज़गार के नये रास्ते खोलने के लिए पंजाब सरकार की तरफ से जल्द ही नौजवानों को ग्रामीण क्षेत्रों से शहरों की तरफ जाने के लिए मिनी बसों के पर्मिट दिए जाएंगे। भगवंत सिंह मान ने कहा कि पंजाब सरकार की तरफ से राज्य के नौजवानों के लिए 2000- 3000 बसें मुहैया करवाई जाएंगी जिससे विकास का नया दौर शुरू होगा।
मुख्यमंत्री ने कहा कि रिवायती पार्टियाँ उनके साथ ईर्ष्या करती हैं क्योंकि यह पार्टियाँ एक ही परिवार के साथ सम्बन्धित हैं। भगवंत सिंह मान ने कहा कि यह नेता मानते हैं कि सिर्फ़ उनके पास ही राज्य पर शासन करने का अधिकार है, इस कारण उनको यह बात हज़म नहीं हो रही कि एक आम आदमी राज्य को योग्य ढंग के साथ चला रहा है। उन्होंने कहा कि यह नेता लंबे समय से लोगों को मूर्ख बना रहे हैं परन्तु अब राज्य के लोग इनके भ्रामक प्रचारों के झाँसे में नहीं आऐंगे।
मुख्यमंत्री ने कहा कि वह राज्य में खर्च किए गए 50, 000 करोड़ रुपए के पूरे विवरण जल्द ही राज्यपाल को सौंपेंगे। उन्होंने कहा कि चाहे राज्यपाल ने कभी भी पिछली सरकारों से यह विवरण मांगने की कोशिश नहीं की परन्तु फिर भी वह जल्द ही उनको सभी विवरण देंगे। भगवंत सिंह मान ने कहा कि यह पैसा लोगों की भलाई के लिए उचित ढंग के साथ ख़र्च किया गया है और जल्द ही सभी विवरण राज्यपाल को सौंपे जाएंगे।
मुख्यमंत्री ने कहा कि पिछले नेताओं ने राज्य की तरक्की और खुशहाली को ठेस पहुंचाई है जिससे पंजाब और इसकी नौजवान पीढ़ी के रास्ते में अनेकों कठिनाईयाँ पैदा हो गई हैं। उन्होंने कहा कि इन राजनैतिक नेताओं ने अपने हितों की पूर्ति के लिए राज्य को मुश्किलों में डाल दिया है। भगवंत सिंह मान ने कहा कि राज्य की ख़ुशहाली को नुकसान पहुंचाने के लिए इतिहास इन नेताओं को कभी माफ नहीं करेगा।
दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल ने अपने संबोधन में कहा कि गांधी जयंती के इस पवित्र मौके पर राज्य में स्वास्थ्य क्रांति की शुरुआत की गई है। उन्होंने कहा कि राज्य में आम आदमी को मुफ़्त और मानक इलाज मुहैया करवाने के लिए नींव रखी गई है। अरविन्द केजरीवाल ने कहा कि राज्य में आम आदमी क्लीनिक पहले ही सफलतापूर्वक कार्यशील हैं और अब राज्य के बड़े अस्पतालों की तरफ ध्यान दिया जायेगा।
दिल्ली के मुख्यमंत्री ने कहा कि इस स्वास्थ्य क्रांति का मकसद हर आम व्यक्ति को निजी अस्पतालों की तरह सरकारी अस्पतालों में मानक इलाज मुहैया करवाना यकीनी बनाना है। उन्होंने आगे कहा कि बहुत अफ़सोस की बात है कि राज्य के ज़्यादातर सरकारी अस्पतालों में आई. सी. यू. नहीं हैं परन्तु अब सरकारी अस्पतालों की मुरम्मत करके इनकी तरफ विशेष ध्यान दिया जा रहा है। अरविन्द केजरीवाल ने कहा कि आगामी दिनों में 550 करोड़ रुपए की लागत के साथ 40 सरकारी अस्पतालों को हाईटेक अस्पतालों में तबदील किया जायेगा।
दिल्ली के मुख्यमंत्री ने सरकारी स्कूलों को स्कूल आफ एमिनेंस में तबदील करने के लिए भगवंत सिंह मान सरकार की सराहना भी की। उन्होंने कहा कि कोई भी प्राईवेट स्कूल इतना शानदार नहीं होगा, जितना यह सरकारी स्कूल हैं और इसी तर्ज़ पर राज्य के सभी सरकारी स्कूलों का नवीनीकरण किया जायेगा। अरविन्द केजरीवाल ने कहा कि पिछले 18 महीनों में भगवंत सिंह मान की सरकार ने राज्य में हर क्षेत्र में बड़ी क्रांति लायी है जबकि पिछली सरकार ने इसकी तरफ कभी कोई ध्यान नहीं दिया।
दिल्ली के मुख्यमंत्री ने कहा कि पहले पंजाब को राज्य में राजनीतिज्ञों की तरफ से किये भ्रष्टाचार के लिए जाना जाता था, परन्तु भगवंत सिंह मान के नेतृत्व वाली सरकार ने लोक भलाई के लिए अनेकों पहलकदमियां की और भ्रष्ट अधिकारियों और नेताओं को सलाखों के पीछे डाल दिया गया। अरविन्द केजरीवाल ने कहा कि जिस भी व्यक्ति ने जनता का पैसा लूटा है, उसे इसके लिए ज़िम्मेदार ठहराया जायेगा और उनसे एक- एक पैसा वसूला जायेगा।
दिल्ली के मुख्यमंत्री ने कहा कि अब पंजाब सरकार जल्द ही नागरिक केंद्रित सेवाएं लोगों को उनके दरवाजों पर पहुँचाने की शुरुआत करेगी। उन्होंने कहा कि सेवाओं की दरवाजों पर पहुँच से लोगों को उनके प्रशासनिक काम करवाने में मदद मिलेगी। अरविन्द केजरीवाल ने कहा कि किसी भी पार्टी या यहाँ तक कि उनकी अपनी पार्टी के नशा तस्करों को बख्शा नहीं जायेगा और उनके खि़लाफ़ सख़्त कार्यवाही की जायेगी।
इससे पहले कैबिनेट मंत्री डा. बलबीर सिंह ने समूह आदरणियों का स्नेहपूर्ण स्वागत किया। इस अवसर पर कैबिनेट मंत्री चेतन सिंह जौडामाजरा, स्थानीय विधायक अजीतपाल सिंह कोहली, हरमीत सिंह पठानमाजरा, नीना मित्तल, गुरलाल घनौर, गुरदेव देव मान, कुलवंत सिंह बाजिगर, अन्य कैबिनेट मंत्रियों, विधायकों के साथ चेयरमैन और अन्य मौजूद थे।

Patiala, September 1:
Deputy Commissioner Patiala Sakshi Sahni has urged the district residents to take advantage of the newly launched ‘Mera Bill’ app of the tax department launched by Punjab Chief Minister Bhagwant Singh Mann. He said that citizens can win 290 prizes worth up to 29 lakh rupees every month under the ‘Bil Layo, Inam Pao’ scheme by getting the bill of the purchased goods and services.


On the occasion of the launch of the Mera Bill’ app today, Deputy Commissioner Sakshi Sahni launched the campaign to make people aware of it in Patiala district. They were accompanied by Divisional Commissioner of State Tax Ramanpreet Kaur, Assistant Commissioner Kannu Garg, and the SDM. Dr. Ismat Vijay Singh was also present.
Sakshi Sahni appealed to the people that while buying any goods, they must get the bill from the dealer and upload the bill by registering with the mobile app Mera Bill, launched under the ‘Bil Layo, Inam Pao’ scheme. A draw will be made every month from these uploaded bills. He said that Punjab Chief Minister Bhagwant Singh Mann has started this scheme to raise the awareness of customers in the public interest.
State Tax Divisional Commissioner Ramanpreet Kaur said that petrol and liquor bills will not be able to be uploaded on this Mera Bill app, while consumers will be able to upload bills of any other item above the value of Rs 200. He said that under the leadership of Punjab Tax and Finance Minister Harpal Singh Cheema, 290 prizes will be drawn every month at the state level, and 10 prizes will be given in each district.
Assistant Commissioner of State Tax, Kannu Garg, said that on the first day of this campaign, people were made aware of the ‘Bil Liyao, Inam Pao’ scheme and Mera Bill app in Patiala district today. He said that today at Swami Vivekananda Institute of Engineering Rajpura, Ripudaman College Nabha, and Government College for Girls Patiala, students were made aware of the ‘Bring Bill, Pay Reward’ scheme.

Health Minister Dr. Balbir Singh reviewed the work of providing compensation to the flood-affected people and said the Bhagwant Maan government is committed to rebuilding the infrastructure damaged by floods soon.


A constructive meeting was held in a positive atmosphere with dairy owners about the Ablowal dairy project.
Patiala, August 19:
Health and Family Welfare Minister Dr. Balbir Singh held a meeting with Deputy Commissioner Sakshi Sahni and other district officials to review the work of providing compensation to flood-affected people. On this occasion, the Health Minister praised all the officials for the laudable work done by the district administration to protect people from water-borne diseases after the floods, including the rescue and relief work of the people during the floods.
Dr. Balbir Singh said that the provincial government, under the leadership of Chief Minister Bhagwant Mann, is committed to the early reconstruction of the damaged infrastructure, including compensation to the affected people after the floods. He said that he has reviewed the strategy for the work to be done now and is satisfied that the entire administration is working day and night as per the instructions of Chief Minister Bhagwant Mann.


The Health Minister also held a meeting with the dairy owners along with Municipal Corporation Commissioner Aditya Uppal and officials of other departments to review the Sri Guru Nanak Dairy Project at Ablowal. On this occasion, Deputy Commissioner Sakshi Sahni gave information about bank loans for milch animals, veterinary clinics, fodder, animal markets, Verka milking centers, high-tension electricity wires, etc. to make this project a success.
The Health Minister instructed the officials to solve all the issues within the given time and take action to transfer the dairy businesses running within the limits of the Municipal Corporation to this project. Appreciating the association of dairy owners, he hoped that with their support, this project would be started very soon.
Dr. Balbir Singh received the progress report of the pending development works in Patiala Rural Constituency from the officials of various departments and said that, as per the instructions of Chief Minister Bhagwant Mann, all the works should be completed in a transparent manner within the stipulated time.
On this occasion, PDA Chief Administrator Gurpreet Singh Thind, SP. FIVE NEW GAMES INCLUDED IN SECOND EDITIONS OF SPORTING EXTRAVAGANZA

Patiala, August 15:

In order to encourage sports in the state, the Punjab Chief Minister Bhagwant Singh Mann on Tuesday launched the online registration portal www.khedanwatanpunjabdia.com for the players aspiring to take part in these games commencing from 29th of this month.

Addressing the gathering during the state level function to mark Independence Day, the Chief Minister said that the first edition of the Khedan Watan  Punjab Dian organized last year by the state government had got a major response from the people. He said that it is a matter of great pride and satisfaction that in this mega event more than three lakh players have participated in different six age groups. Bhagwant Singh Mann said that these players have participated in various competitions from block to the state level in 30 sports categories.

The Chief Minister said that this year also the sports extravaganza will commence from August 29 for which the players can apply online on this portal for their participation. He said that this year five new games including Cycling, Equestrian, Rugby, Wushu and Volleyball Shooting have been added in these games which are a humble effort of the state government to encourage the sports. Bhagwant Singh Mann said that the state government has been making all out efforts for promoting sports across the state to channelize the unbounded energy of youth in a positive manner.

The Chief Minister further said that these games are a right step towards this direction as they are providing a platform to the players for showcasing their talent. Bhagwant Singh Mann asserted that these games will also help the state government to identify the strengths and weaknesses of the players which will be beneficial for grooming them for the national and international events in future. He further said that the state government is leaving no stone unturned to popularize sports in the state as it can play a key role in progress of the state and prosperity of its people.

Announcing to realize the dreams of great freedom fighters, martyrs and national heroes by making Punjab a front runner in the country, the Chief Minister Bhagwant Singh Mann on Tuesday said that every single drop of his blood is committed for this noble cause.

Addressing the gathering after unfurling the national flag during the state level function to mark Independence Day, the Chief Minister said that Punjabis are born leaders and they can’t lag behind in any field but the need of hour is to channelize their unbounded energy for which the state government is making concerted efforts. He said that the day is not far when due to these persistent efforts, the state will lead the country, adding that once Punjab leads the nation, India will guide the world. Bhagwant Singh Mann said that every effort is being made by the state government in this regard and no stone will be left unturned for this noble cause as a humble tribute to the national heroes.

The Chief Minister said that the role played by Punjabis in the national freedom struggle stands out as a story of courage and sacrifice with no parallel anywhere in the world. He said that more than 80% of great warriors and patriots who laid down their lives or were subjected to British tyranny in one form or another were Punjabis.  Bhagwant Singh Mann said that the heroic gems like Baba Ram Singh, Shaheed Bhagat Singh, Rajguru, Sukhdev, Lala Lajpat Rai, Shaheed Udham Singh, Kartar Singh Sarabha, Diwan Singh Kalepani and several others shed every drop of their blood to achieve the ultimate goal of Independence.

The Chief Minister said that it is a matter of great pride and satisfaction that even today, the brave people of this state continue to work hard to usher in an era of overall development in the country besides protecting the borders of the country. He said that whenever India faced any challenge from internal or external aggression, the brave Punjabis have always safeguarded the integrity and honor of the country from the forefront. Likewise, Bhagwant Singh Mann said that it is a well known fact that the hard working and resilient farmers of the state had played a crucial role in making the country self-reliant in food production.

The Chief Minister said that the hard working farmers of the state exploited the only available natural resources of the state in terms of fertile soil and water to feed the nation, a tradition which has been successfully carried from 1960s till now. He said that despite the vagaries of weather the contribution of the state in the national food pool has always been on the top. Bhagwant Singh Mann also recalled the stellar role of the Punjabis in carving out a modern day India.

The Chief Minister said that the zeal to serve the country and fight against tyranny, oppression and injustice, as taught by great Gurus, is still imbibed in Punjabis. He said that Sri Guru Nanak Dev ji raised voice against atrocities of mighty Mughals whereas Sri Guru Arjun Dev ji and Sri Guru Teg Bahadur attained martyrdom fighting against atrocities. Likewise, Bhagwant Singh Mann said that Sri Guru Gobind Singh sacrificed his entire family for the sake of the panth which is unparalleled in the history of the world.

The Chief Minister said that every village of Punjab has the footprint of one or another martyr who had sacrificed their lives for the country. He said that even today the youth of state are valiantly safeguarding the borders of the country whether from the side of Pakistan, Bangladesh or China. Bhagwant Singh Mann said that some people are living in fool’s paradise when they try to teach us nationalism adding that the Punjabis don’t need NOC from these ‘pseudo nationalists’.

The Chief Minister said that martyrs and great nationalists didn’t fight an aim battle but they had a single agenda and that was to free the country from foreign emancipation. He said that Shaheed Bhagat Singh was always worried that in whose hands the country would go after freedom. Bhagwant Singh Mann said that even after 76 years of independence the country is still in shackles of corruption, poverty, unemployment and others.

The Chief Minister exhorted the younger generations to acquaint themselves with their rich cultural heritage. He said that though Punjab played a key role in the freedom struggle, it also had to bear the brunt of the partition as one million people migrated from the country. Bhagwant Singh Mann said that the line drawn by Britishers gave deep wounds to the countrymen in general and Punjabis in particular.

The Chief Minister said that his government is taking path breaking initiatives to realize the dreams of the great freedom fighters. He said that 117 Schools of Eminence are being constructed across the state for imparting quality education to the students. Bhagwant Singh Mann said that equipped with ultra modern infrastructure these schools will provide the best quality education to the students with the aim of grooming the students for professional and competitive courses including engineering, law, commerce, UPSC and NDA.

Likewise, the Chief Minister said that in order to provide best healthcare facilities to the people the state government has opened 659 Aam Aadmi Clinics including 76 such clinics that have been dedicated to people on this Independence Day. He said that these clinics have revolutionized the health care sector in the state as more than 95% of patients visiting these clinics daily recover from their ailments. Bhagwant Singh Mann said that the Aam Aadmi Clinics clinics are acting as a cornerstone in the revamping of the healthcare system in Punjab as ever since the starting of these clinics from August 15, 2022 these clinics have witnessed a footfall of more than 43.74 lakh patients, who have been provided the facility of free medicines, diagnose and clinical tests.

The Chief Minister further said that the state government has already sets wheels in motion to recruit 1800 Constables and 300 Sub Inspectors every year in Punjab Police to overcome the scarcity of cops. He said that the notification of this recruitment in current year was held in January and the result will be out in the month of September adding that the Physical for this will be held in months of October-November and these cops will join in the month of December.  Bhagwant Singh Mann said that this is helping in channelizing their unbounded energy in a positive direction and help them in weaning away from the menace of drugs.

The Chief Minister said that the state government had on July1, last year launched the guarantee to provide free power to the people. He said that since then 90% of the households in the state are getting free power and have got zero power bills since last July. Bhagwant Singh Mann said that it is a matter of immense pride and satisfaction that along with domestic consumers, the food growers of the country are also getting free and uninterrupted power in the state.

The Chief Minister said that the state is already excelling in the field of Industrial growth as due to concerted efforts of Punjab government state has emerged as the most favorable investment destination in the country. He said that the big companies like Tata Steel and others have made huge investments in the state. Bhagwant Singh Mann said that as per the data of Government of India, Punjab leads the north India in terms of registration of MSMEs.

Announcing to launch a severe blow on the menace of drugs to save the youth of the youth, the Chief Minister vowed to make Punjab a ‘drug free’ state by the next Independence Day. He said that the blueprint for this crusade against drugs is ready and it will be implemented with the pro-active support of the people. Bhagwant Singh Mann envisioned that due to this foolproof planning of the state government, the state will remove the shackles of drugs by Independence Day 2024.

The Chief Minister further said that the state government is according top priority to health, education, employment and agriculture sectors for realizing the dream of our great freedom fighters, martyrs and national heroes. He bemoaned that the dreams of martyrs have not been fulfilled even after the passing of more than 76 years of independence adding that the entire country is indebted to these great heroes for which their dreams have to be realized. Bhagwant Singh Mann said that for this the state government is making tireless efforts by laying major thrust on these sectors.

The Chief Minister further said that due to concerted efforts of the state government Punjab is heading towards being a corruption free state. He said that already a massive campaign has been started to weed out the corruption from the state with the support of the people. Bhagwant Singh Mann said that the state government is adopting a zero tolerance policy against corruption.

The Chief Minister said that the state government is ensuring judicious utilization of the funds from the state exchequer. He said that contrary to his predecessors, who always chanted that the state treasury is empty, the state government is using every single penny for the well being of the people. Bhagwant Singh Mann said that the state government has checked the pilferages in the public and now this fund is being used for welfare of people and development of the state.

The Chief Minister also announced that efforts will be made to depoliticize the elections of village Sarpanchs. He said that the villages electing their Sarpanchs unanimously will be given a number of grants for the development of the villages. Bhagwant Singh Mann said that the motive is to ensure that no violence takes place in the panchayat elections and a congenial atmosphere is maintained in the villages.

Launching a scathing attack on the royal leaders of the state, the Chief Minister said that these opportunist leaders had never been with the people but they had always sided with either Mughals or Britishers or Congress and now with BJP whatever has suited them. He said that to appease the Britishers these people had described revolutionaries like Shaheed Bhagat Singh as ‘misguided youth’ besides unleashing a number of cruelties on great patriots like Shaheed Sewa Singh Thikriwal. Bhagwant Singh Mann said that these leaders had always given preference to their own vested interests over that of the state and its people.

Earlier, the Chief Minister took the salute during an impressive march past by the contingents of ITBP, Punjab Police (men and women), Himachal Police, Punjab Home Guards, NCC, Saint John Ambulance Brigade of Red Cross, Scouts and Guides and PAP Pipe and Brass Band led by the parade Commander Jasroop Kaur Bath IPS.

Earlier, a colourful variety programme comprising CM di Yogshala, tent pegging, variety program by school students, Gatka, Giddha, Bhangra and other traditional folk dances performed by the school and college students enthralled the audience.

The Chief Minister also honoured three freedom fighters namely Mohkam Singh, Avtar Singh and Charan Singh along with members of Freedom Fighters Association Patiala.
